Last year, six states eliminated a fire-safety code requiring apartment buildings taller than three stories to have at least two staircases. More states are exploring the move.The lone set of stairs in the Fremont View apartment building in Seattle. With just one staircase, the eight-story multifamily building, which opened in 2024, could be built on a smaller lot.
